Provisional maturity, by definition, means that:
Validation activities are ongoing and the general research community is now encouraged to participate;
Severe algorithm anomalies are identified and under analysis. Solutions to anomalies are in development and testing.
Incremental product improvements may still be occurring;
Product performance has been demonstrated through analysis of a small number of independent measurements obtained from select locations, periods, and associated ground truth or field campaign efforts;
Product analysis is sufficient to communicate product performance to users relative to expectations (Performance Baseline);
Documentation of product performance exists that includes recommended remediation strategies for all anomalies and weaknesses. Any algorithm changes associated with severe anomalies have been documented, implemented, tested, and shared with the user community;
Testing has been fully documented; and
Product is ready for operational use and for use in comprehensive cal/val activities and product optimization.

Metop-C Data Disclaimer:
Until the Metop-C satellite products are declared Operational, the users are to recognize that product validation and quality assurance work are ongoing.M-B The data are considered preliminary and undergoing testing. Users receiving these data through any dissemination means (including, but not limited to, PDA, HRD, and CLASS) assume all risk related to their use of the Metop-C data and NOAA disclaims any and all warranties, whether expressed or implied, including (without limitation) any implied warranties of merchantability or fitness for a particular purpose.M-B A product set will be declared Operational when the Metop-C satellite is declared operational. Other products will mature to Operational status after Metop-C is operational.

AMSU:
Channel 3 has shown an unstable noise (NEdT) change since the launch and has stabilized to within specification since Feb. 26, 2019.M-B It remains above pre-launch values. Additionally, the channel 3 gain has decreased since launch and has not stabilized.
The channel 10 NEdT is within specification but the first look vs the second look of either cold or warm counts per scan are very different.

AMSU-A antenna temperatures of a few sounding channels are typically colder than those at Metop-A/B AMSU-A by approximately 0.2 - 0.4K.
Uncertainty remains in AMSU-A data geo-location accuracy.
Residual lunar intrusion remains in AMSU-A data in the presence of lunar intrusion events in particular before Feb. 27, 2019 due to the use of pre-launch coefficients. The lunar intrusion impact should be reduced after this date due to the update of the coefficients. M-BM-B

AVHRR:
Post-launch update of calibration coefficients for VNIR channels will be delivered to OSPO for Metop-C operational processing data stream after the provisional maturity review, but actual implementation date is subject to OSPO approval process.
Discrepancy of up to 1 Kelvin has been reported for comparison between AVHRR infrared channels (Channel 3B, 4, and 5) and the Community Radiative Transfer Model (CRTM). These may be due to errors in AVHRR calibration, CRTM, or both. Further investigation is ongoing.
There are evidences that the geo-location of AVHRR can be off by 1 km or more. This performance, while meeting the requirement, may be improved in the future.
MHS:
Channels H3 and H4 had an unstable NEdT noise manifested shortly after launch and were above specification.M-B In late February/early March the NEdT noise stabilized and hovering at specification.
