Value Prop

YAML anchors are part of the standard YAML spec that GitHub Actions has not supported. Adding this support will add a reusability feature but also let Actions users take advantage of existing linters and other tools for editing and managing their YAML. It also removes a point of confusion for customers where valid YAML is not accepted by GitHub Actions by conforming to the published specification.
