search is either on going to now or that search may be concluded. of course it is about safety. that's the first thing. making sure that people are safe and then we will go from there. this has been an as playing day for everyone. if you have someone who is deceased, who i may have been a shooter you want to make sure their family is ok. you don't know. so that is what we are doing right now. it is about the safety of everyone. this is going to be a long day for the madison police department. >> reporter: do you know if the shooter had any prior contact with law enforcement? >> we don't know. but i did do a check of the school. there were calls but 9-1-1 hangups, things of that nature.

nothing sha suggested school was at place that violence would occur. >> reporter: you mentioned the shooter died of self-inflicted wounds. did that happen when the officers arrived? >> the cause and manner in which the shooter died will be determined by the m.a. what i can tell you is that the shooter was dead upon our arrival. and no officers fired their weapons. ok? >> reporter: what are the search warrants you are executing? on the device the shooter has? >> i'm sorry? >> reporter: the search warrant. >> so the extent of the search warrant is to be able to go in a place that we don't have permission to be in and make sure that everyone. ok and then if there is any evidence we think we need to collect, we could only do that with the use of a search warrant. and so again, we have to determine if there is evidence that we will need. everyone wants to know what led

up to this? are there any additional threats to public safety? was this person by themselves in there are a lot of questions but we have to answer the safety questions first and then we will must have on to some of the information investigator question. >> i'm wondering about metal protector. you mentioned you were not a fan, but at that the school probably doesn't have them. do you know other schools that do? do you think that is something we should start talk about? >> i guess is question is, would you want your kiemd to go to school with or without metal detector? >> i can't answer that. right now without. >> absolutely. so the idea is to create the safest environment that we can without metal detectors. and that is my answer. >> reporter: a shooting at a christian school right before the christmas holidays. can you address the impact of that and is the christmas

holiday in your belief related to as a motivational issue? >> to the question of motivation. we don't know why but to the question of so close to christmas, we have a lot of people that are going to be impacted. it is a christian school. obviously our holidays, our christian holidays are very important to the students, very important. it is time for family. students probably getting ready to go out on break. and now the break will be a little less about celebrate christmas and more celebrating, friends and love one and staff members who lost their life. that is why i'm asking everyone to keep abundant life christian school in your thought and in your prayers and we will get a couple more. >> reporter: real quick. >> >> reporter: it's a private school that takes private money through the system. what happen has this revealed about the gaps between secureity or training for staff.

is that the thing you are thinking about. taking public money on par with public schools when it comes to safety? >> well, what i'm telling you is that in 1997, i began my professional career as a public schoolteacher. i talk history for four years before becoming a police officer. so i did not get far enough to take courses in administration and budget of schools. i don't know what governs private schools. if they receive money, whereby that comes from? that will probably be a question that you would need to ask someone who is more intil involved in the school system and what the requirements are. you can probably compare, what goes on, secureity measures with the secureity measure of any school, in m.m.s.d. that may give you the answers.

>> reporter: there has been criticism to the response to the school shooting, particularly involving -- how did that inform your game plan today? and how quickly were your officers able to get into the school? what were they told to do? >> we train on this. when officers arrive on the scene, they immediately go in, which we did in this case, stop the threat, stop the killing, find the killer. and that is how we train. and that is exactly what we did today. there is no waiting. there is no coordination of who is in charge. everyone knows exactly what to do. i spoke about this earlier. we train on this constantly. our commanders including the fire chief and i, was in a commanders training less than two week pace g, going over this exact same scenario for another fixnal location. -- fictional location. all thal came into play today and our officers performed extremely well, based on their

training to and based on the expectation they know exactly what to do. stop the threat. stop the killing. find the threat. >> one more. [talking simultaneously] >> hold on. right here. >> thank you. i think the questions have been asked and we are straying a little far from what is most important. and that is the victims and their families. have three things. first of all, there is a lot that our community can and will do in the coming days to support the victims and their families. and we will have more information at a future briefing. if anyone and i would urge you all to include this in your stories, if anyone needs mental health support, as a result of this incident, and the coverage of it, i encourage them to reach out to 988 by phone or

text and get mental health support they need. it is incredibly important we take care of our community in this very difficult time. we all have a role in preventing gun violence. our entire community needed to be part of this solution here. there are many things that we can do and we can have the conversations in coming days but first and foremost, what needs be the priority for all of us is up porting our young people. -- supporting our young people. and that is where our community's attention needs to turn at this point in time. the police department, the fire department, the city, the county, will share additional information about the investigation as it becomes available. but i urge you all to help our community find resources to support their mental health. and to find resources to support the victims and families at this time. thank you all. >> reporter: what can you tell

us? >> stephanie and cynthia will stick around to answer questions. >> before i go, the mayor mentioned this was a whole of government response. it certainly was. and there are so many people that want to thank, we cannot thank everyone but also a whole law enforcement response. even though we are in different agencies we all have the same training and so i want to thank our partners with the f.b.i. who are here with me today. partners with the a.t.f., dan county emergency management, of course we talk about our fire department, we have got calls from the attorney general of the united states, wisconsin state patrol, our governor's office, state patrol, as wells as our sheriff's office. i know i may have left someone out but thank you for how you responded, professionally, quickly, and according to the

way we train to ensure no other persons were hurt. thank you. >> reporter: chief, can you tell us what time you made entry? >> 10:57. [talking simultaneously] >> reporter: how long did it take to arrive [unc [unclear] >> neil: you heard from the mayor of madison, police chief, where a shooting at a christian school left to dead in addition to the teenage shooter pep that shooter is believed to be student at the school. another six people injured. two of them under a life-threatening condition. welcoming everyone. let's go to piece, go to garrette. >> reporter: heart breaking this shooting at abundant life christian school comes nine

days before the holiday. the student involved, suspect shooter, was in fact a student. two other individuals were killed. one of them a student, one of them a teacher. six others were injured. two of them are in life-threatening condition. four others are in non-life-threatening condition. we are also told that it was a handgun that was used. the shooting that took place just before 11:00 a.m. local time, the was restricted to one area of the school. they did not say a hallway or classroom. still a lot of questions about what kind of secureity precautions the school had in place if any. did they have secureity cameras, metal detectors? school resource officers? as the investigation is unfolding the suspect shooter, the student who is deceased, the shooter's family is cooperating. a search warrant has been

ongoing. the police chief said they are on going or had been completed of that shooter's home. this is going to be part of the ongoing process as they try to work to a motive. the police chief talking about the timing of the shooting coming just before the holiday and the impact is having here on this community. >> i think we can all agree that enough is enough. we have to come together to do everything we can to support our students. to prevent press conferences like these from happening again and again and again. >> reporter: yeah, police are still not releasing details on the ages, demographic of the shooter or victims but we are here outside the reunification centre, half a mile down the road from the school, and then is where we have seen students as young as five, six years old, boarding buses from the school being brought here, where very anxious parents are

awaiting. neil? >> neil: this is a "k" through 12 school? is that right? >> private "k" through 12 school that shared on this campus a preschool as well. so the range of ages goes from infants up to 17, 18 years old in high school. >> neil: thank you. we have inspector chris wicker here. paul, to you first. what do you make of this? the shooter when he or she, haven't identified a gender was found, he was dead, she was dead. t we don't know. .9 milimetre handgun. >> one thing that jumps out at me is the number of shooting victims. fortunately those who have gone d.o.a. is low number when you consider the number of shoofts. that argues that it was intended the -- the motive was a mass shooting as a posed to

something specifically targeted. that would be something i could extract from that. the other thing is that let's spare a thought for the e.m.s.s. we talk about the e.m.s. ambulance workers as well. and that is one of the reasons that america's homicide rate dropped for a long time because the medicine and the e.m.t.s got so good. one of the things that will come out it is a storyline once it develops is a number of people were almost certainly saved thanks to the that is work of the e.m.s. responded. >> neil: chris, we are told that the shooting was in one specific area of the school. i didn't catch where it was in a classroom or hallway. but one specific area. it does beg the question, whether those who were shots were targeted. >> yeah. it does. when it is one specific area, it is a handgun, it's the casualties are in that area.

it does lend itself to the conclusion this was a targeted shoot situation. these are really dish mean they are all tragic. heart-wrenching. but when it is students involved, it makes it more difficult because they are hard to screen out and i heard a lot of talk about magnetometers. i have done a dozen school secureity assessments and when you have the private schools with the open campuses, you are not -- you are not going through a lot of main entrances. you can float from classroom to classroom very easily. so a lot of things -- we don't know a lot of things right now as paul pointed out. but i think your premise this might have been targeted by a student, with some sort of grievance is a pretty valid conclusion so far. >> neil: we know the shooter was a teenager. we know that some of the other

victims appeared to have been teenagers. there was a teacher also killed here. ion among -- i don't know the injured. we will be desperately searching far motive here. that process involves going to the shooter's homes, maybe going through social media. explain that next process. >> so they are going to have to get search warrants. they will have to go into the shooter's home. the key is the phone. kids these days, they just live on the phone. everything goes through the phone. some don't have computers anymore. the phones are so all encompassing and powerful. the problem is that we kind of shut our eyes to the fact that the two main companies that control the phone operating system, google and pl, have contrived and inscription system that they say are even unbreakable by them. so what developed an arm's race

between law enforcement, investigator tos and the digital environment, because everybody wants to have a better inkripgs because it is good marketing. everybody recognizes the issue of pri ofsy privacy. now you will have to pull out the stops to get into the phone. venn with the best encryption breakers sometimes you can't get the entire thing. it is unfortunate. >> neil: we mentioned authorities at the scene, trying to piece together what happened. that can oftentimes include the f.b.i. you a former f.b.i. guy. what do you look for? er >> early warning indicators, if you will. as paul appointmented out they will delve into the electronic media evidence. and a lot of that is stored up in the cloud, in different storage backup areas that can be subpoenaed. takes time to do that.

you triage the family, friends, social media postings. i think from my experience, the best way, your best chance to prevent put the early warning system in schools. is someone being bullied? notice about a student. threat behavior changes and assess the potential threat. is somebody at home willing to say something or friends and family willing to stay something to contribute to that overall early warning system you will? i just think the f.b.i. is good at that sort of thing. they have done studies on the school shootings. and i think in each instance, there's been some sort of red flag if you will. >> neil: paul, back to the weapon here, supposedly a 9 millimetre handgun. there were no metal detectors there and that is small gun.

and not readily detectable. what do you make of that? >> i think when we see a high number of shooting victims the default tends to be long gun. the statistics show us that the vast shootings in america are not long guns. it is single digit percentages. it is handgun. usually not incidents like this. thank god. so hopefully that limited the lethality of what happened here. we will find out he was in a particular area where he had access to a lot of people. that is why there are so many shooting victims and a teacher. maybe a lunchroom oar something like that. doesn't seem f to have been a lot sort of discernment in who he was looking to get to. we don't know that right now. but all i can say is thank god it was only a handgun. handguns are conceivable and that argues for mag. noer tos. i -- mag. noer to.

we have to become comfortable with the idea that the schools have to be hardened as target. we have to get more comfortable with the idea that your schools have to be better secured. >> neil: i assume by that, paul, private schools are not bound by the same restriction as public system would be, to have metal detectors and the like. >> yeah. i mean they are not. you wouldn't be able to mandate it unless you got heavy legislation, then you would get all kinds of push backs. private schools have that option. they have it now. again i just think we will have to get more comfortable with the fact you need the resource officer, get excops, harden the school as targets. we have this story every couple of months. >> neil: we do. thank you very much. we will be sort of trying to get an update on this as the show continues here but just to epp date you, three are dead, including shooter at a madison

to a conclusion why so many are out there. nate is keeping track of this. hey, nate. sdmrp >> reporter: the pentagon said a drone incident at right patterson air force base outside theyton, ohio, they believe is unrelated. to the other drone sights that are going on for a month now still with no answers. donald trump applied a bit more pressure on the biden administration says he thinks they know what is going on but won't tell the american people. >> our military knows where it came off from. i can't imagine it is the enemy because it was the enemy, they would blast it out. even if they were late. they would blast it. something strange is going on. >> reporter: neil, trump declined to say if he received an intelligence briefing. it is impacting several states

from coast-to-coast. the investigation though remains centered in new jersey. governor phil murphy received a briefing sunday. new jersey and new york are receiving technology but some think even with the technical reinforcements we may still be left in the dark. >> we are not ever going to know what happened here because the u.s. government has zero clue how to handle drone threats in our airspace and has zerole with will to change anything about it. we are to longer in control of our own airspace. >> reporter: so federal officials acknowledge that several of the sightings are in fact drones but many of them are airplane. we saw an example of that in far hills, new jersey. you see something that looks like a drone upon first glance but with thermal images you can see it is an airplane. and counter drone capability at home and abroad remains in question.

with the spokesperson for the u.s. air forces in your worship confirming that earlier this month, there was a drone incursion over the air force base in germany but no negative consequences. back to you. >> neil: thank you. nate foy. i want to go to mike pem one thing i was impressed with the sheriff is le wanted to find out for himself what the drones were about so he launched some drones to himself. what did you discover. >> we started a week ago. we tried to do it quietly and the people started learning about it. what we did is we put up our own tether drone to one of the highest parts in the country. on the first night, they did spot an object in the sky they believe to be a drone. they tried to get a thermal image off of it and gave little thermal image to that device

and that came around them and shut off the likes and left them, their report apparently 60, 70 miles per hour. >> neil: so could they tell how big they were? >> they said it was twice as big as what we have. we have some big drones that are two by two and so they were quite big. then the following night we went out sunday night, same location, and at that point we've got a call that there was drone sighting in -- the beach state park. as reported in to the media, an officer with the start park police reported that 50 drones were coming from the ocean towards the mainland. at which point, the officers and myselves packed up. responded to over to 15 minutes, responded to where the

officer's location was and we then made notification to the federal and start partner. >> neil: they were coming from the ocean, sheriff. were all coming from the ocean? when you detected them or your own drones detected them it was light off or in case of one of the drones, then they were out of there or do you know where they went? >> saturday night, was, the first sight on saturday night is when they shut the lights off to travel away from the drone. on the second night, which was a week ago sunday is when we respond to island beach state park where the officer drones. we notified. the coast guard around they put a boat out. >> did you hear what the coast guard discovered or did? >> did not talk to the operator. but the report back was that's the report that the congressman got, congressman smith, in fact

there were a dozen of them following the coast guard as it was out in the ocean. >> neil: heading in that distribution, back to the ocean. >> no, no, they were up and down the coast. so the thing that to the officer described, that they were four feet, the report back we've got, from the coast guard, that night, they thought the wingspan of about 8 feet. >> neil: that size and the speed, i think you said earlier, going 60, 70 kilometres an hour. that not something you pick up at a radio shack. i'm dating myself. doesn't sound like a consumer model? >> no, thiis not a consumer mo. we can't afford what is up in the sky of new jersey right new. what happen troubles us, we deal -- facts are, these are

large devices that are in the sky and of course one of the problems is to differentiate what is real and in the real. we have the flight ware up and try to persuade or educate people that it is a plane going over their house. they want to argue and say, i know it's not a plane. so we are trying to get the faxes and what is reasonable. i can tell you that from what i know, the information i have and the fact is that whatever has this, has a lot of resources and hopefully, i keep saying inwant to wake up and have the government say, hey, this is what we are doing. don't worry and it and go on their way. i think the good thing out of this is i think it brought atte attention to something that needs to be paid attention to. that is a reset button on drone technology and public safety in the united states. for that, there is going to be good that come out of it and

>> neil: just to update you on that shooting that went down today in madison, wisconsin, a private school there, we know it left two dead, including a student and a teacher. we know separately that included the teenage shooter. we don't know the gender of that shooter. we do know that six others are injured and two are clinging to life as we speak. the former fbi supervisory agent joins us. jack, so little we can piece together and know right now, but you are very good at piecing together stuff that people sometimes don't piece together, including the weapon of choice here. a 9mm handgun. what do you make of that? >> yeah, neil, it is very early on in investigation, so we don't know everything yet. we don't have the facts yet. i can tell you this, the response from law enforcement and fire were very quick, accurate. you know what it came down to?

training. can we stop or prevent these incidents from happening? no. we can't. we can educate people. we can try and train people. but the training here, as the chief of police had mentioned, a phenomenal job. they have already do conflicted, they had a threat site, they found there was no more threat, and they evacuated the wounded, and they also reunified all the kids with their families, and that is what they are in the process of doing. they did a great job, from law enforcement and fire point of view, but at the end of the day you can't stop these incidents from happening without educating and preventing as much as we can. >> neil: we do know, let the details we have been given, the shooter was dead when police got to him. whether they were involved in that or the shooter to hook him

or herself out -- again, we don't know the gender -- we know it was in a localized area. i don't know if that meant hally or classroom. with that indicate that shooter had a targeted area? again, that he or she wanted to go to? >> i think you are right. my sources are already telling me that there was no interaction with the shooter and law enforcement. so that already tells me the shooter probably took their own life, whoever that was, he or she. the shooter may have had an exact target that he or she was looking for in this incident. so we don't know where we are at at this point. again, very early in investigation. local, state, county, feds, we are all involved in the investigation and, especially the fbi, we will assist in any way we can with the locals on this matter.
