REMARKS: Possible oil was observed in satellite imagery. This anomaly is unconfirmed as oil. The anomaly extended about 3.0 NM long by around 0.05 NM wide at its widest point, had many unnatural turns and stood out well against its background. Additionally, the anomaly was highly-likely associated with NRC report #1321961, which noted a discharge from an oil facility. Winds were light and variable at the time of the image. Considering the above factors, we have HIGH confidence in this assessment.

UNCERTAINTIES: Striping in the imagery due to a satellite relic obscured the true extent of the anomaly.
