This PR adds Windows ARM64 support to the CI build and test matrix.
windows-11-armto the os matrix in both tests.yml and release.yml.windows-11-armas they are not supported on Windows ARM64.cibw_archvalues (universal2, aarch64, auto64) and unsupported Python versions (cp39, cp310) forwindows-11-arm.
