If you are iterating on a sharded test, when a single shard fails it can be useful to rerun only that shard over and over while you fix the test. This allows you to do that. It is indexed on the same numbers users see in the UI. Fixes bazelbuild#28819

Like it, but it is mutually exclusive with Ideally I could specify both. |

i thought about that a bit when implementing this but it seemed a bit complex. what's the case where you'd want both? |

First imagine the use case you'd want Then say you want to run just one shard. :) I don't use forced, so I cannot give a personal example. |

unless we have a common example I don't think it's worth adding a separate flag for that |
