The reporting events table gets expensive to query as it grows. We're adding a
report_rollupflag to gate an upcoming optimization that pre-aggregates these events. PR: #13518This reclaims a deprecated slot in
features.yml. The flag is disabled for all accounts — both new (via YAML default) and existing (via migration) — so we have a clean starting state regardless of what the previous flag's value was.✅ Prod Migration Done
