Breaks up the * plugin_test integration test taks into * plugin_test_android and * package_test_android and lowers the timeout to 45 minutes to accommodate the change.

This is meant to address #174116 as per this suggestion; let me know if this looks reasonable! The test sometimes times out on Windows due to running a clean build without caching.
