mostly, extracting CI bits from trying to setup ARM64 testing (which is smt I hope to follow up with)
NOTE: ant isn't still completely dropped but the
mspeclauncher now uses Rake'sshhelper instead,so it's "only" used from gem_installers.rake which do not execute on CI
