Cherry-picks #9316 and #9317 to the 9.4 branch.
Understand that 9.4 is largely/nearly EOL, however leaves the CI in a consistent state with
jruby-10.0(and soon master) to ensure GitHub Actions keeps working; since many of the actions versions are deprecated here and may stop working correctly soon on current GitHub hosted runners - in case we intend to cut https://github.com/jruby/jruby/milestone/135?closed=1
