2023 Reference Case

EPA's Power Sector Modeling Platform Using IPM

April 25, 2024 - EPA is making the latest power sector modeling platform available, including the associated input data and modeling assumptions, outputs, and documentation. This reference case reflects data updates, includes the Inflation Reduction Act Provisions, Final GNP and other on-the-books federal and state rules as of December 2023. Fleet information is available in  NEEDS for IPM 2023 (rev 01-04-2024) (xlsx) (4.66 MB)

The Integrated Planning Model (IPM) is a multi-regional, dynamic, deterministic linear programming model of the U.S. electric power sector. It provides projections of least-cost capacity expansion, electricity dispatch, and emission control strategies for meeting energy demand and environmental, transmission, dispatch, and reliability constraints. IPM can be used to evaluate the cost and emissions impacts of proposed policies to limit emissions of sulfur dioxide (SO2), nitrogen oxides (NOx), carbon dioxide (CO2), hydrogen chloride (HCl), and mercury (Hg) from the electric power sector.
